【要旨 / Abstract】
人類の長い歴史の中で、異なる地域に多種多様な国際体系が存在していた。主権と国際法は西洋の政治概念であり、ヨーロッパの歴史の中で生まれたものである。ヨーロッパの拡張に伴って最終的に今日の国際社会における法的基礎となった。これらの概念が清王朝の末期に東アジアに伝来した結果、東アジアで千年以上存在していた政治実践が、新たなコンテクストにおける正統性の再獲得という困難に直面した。チベット問題もその時に再浮上した。本報告はチベット・中国関係の発展史、特に清朝末期に西洋の国際法が東アジアに伝来した歴史をめぐって、国際体系の変遷という角度からチベットの主権問題に関する論争の分析を試みる。

Sovereignty as a western conception originated from European history. When it came to East Asia along with international law, traditional practice of domestic and international affairs, although being here for centuries, faced a challenge of getting re-legitimated in new legal terms. Tibet issue once arose at the crucial time. The report centers on the evolution of Tibet-China relations before and after international law’s dawning in East Asia, and further analyses the polarized arguments on the status of Tibet against the special background of a changing international legal system in late Qing dynasty.
