Abstract
Election of the Constituent Assembly (CA) has been a long-pending demand of Nepalese. It was promised by the then King Tribhuvan along with political change in 1951. But Nepalese had to wait till 2008 for it. Once the Comprehensive Peace Accord was signed in 2007 by rebellion Maoist and the then government led by the Seven Party Alliance, the election of CA became part of peace process. The CA election, for the first time was held on April 10, 2008 with the promise to bring a new constitution within 2 years. The tenure of the CA was extended for a couple of times, and let it work for 4 years. However, it was dissolved on May 27, 2012, when it failed to come up with new constitution.

Once the CA was dissolved, Nepal faced both constitutional and political crisis. Eventually, political parties decided to go for the 2nd election of CA. They formed a care taker government under the leadership of sitting Chief Justice, and the election was made possible on November 4, 2013. This paper will discuss some of the silent features of two CAs, explores some of the new indicators of the latest CA, and discusses about possible future consequences.

Pyakurel, Ph.D. from Jawaharlal Nehru University, New Delhi, is teaching Political Sociology as Assistant Professor at Department of Development Studies, School of Arts, Kathmandu University, Nepal. He, who is also associated with various democracy forums i.e., South Asian Dialogues on Ecological Democracy (SADED), Vasudhaiva Kutumbakam (VK), and Network Institute for Global Democratization (NIGD), often contributes articles to journals and local newspapers on poverty, people's participation, social inclusion/exclusion, state restructuring, conflict, identity, democracy, election, Indo-Nepal relations and other socio-political issues. He is the author of a book Maoist Movement in Nepal: A Sociological Perspective (New Delhi: Adroit Publishers, 2007), and co-author of two books--Dalit Representation in National Politics of Nepal (Kathmandu: NNDSWO, 2012) and State of Conflict and Democratic Movement in Nepal (New Delhi: Vij Books, 2013). In addition, he is editor of a monograph titled Higher Education in Nepal: Inclusive Guidelines (Lalitpur: SNV & KUSOA).]
