概要：
This seminar is based on a research monograph currently being prepared for publication. It examines, from historical and institutional perspectives, the formation of civil society policy, including legal frameworks and support systems. Rather than treating civil society policy merely as a process of institutional development, the study understands it as a process through which linkages between the state and society are formed and their relationship is reconfigured. From the perspective of historical institutionalism, it then considers how political regimes, institutional configurations, legitimacy, and channels of participation have interacted to shape the institutionalization of civil society.
