Abstract:
China(PRC) has their own administrative legal system,but it had been difficult to describe as a system under Gesetzmaessigkeit der Verwaltung or Rule of Law.Recently they promulgated the codes or regulations on administrative permissin,compulsion and punishment,and also on freedom or openness of information .This might be the first step for Gesetzmaessigkeit der Verwaltung or Rule of Law in administration.
