Understanding State Capitalism in the Persian Gulf States: Oil, the Rentier State, and Socioeconomic Change

【要旨 / Abstract】
本セミナーでは、ペルシャ湾岸諸国の政治経済についての概観を提示し、分析を行う。その際、「新」国家資本主義の概念がペルシャ湾岸諸国において、どう適用しうるのかを説明する。同地域の政治経済分析の中で一般的であるレンティア国家論は、「新」国家資本主義とも密接な関係をもち、またそこで言われる石油関連企業や政府関係者、実業家といったアクターが作り出す動態も重要である。こうした要因に着目する中で、湾岸諸国の「新」国家資本主義の特徴を明らかにする。

This seminar is concerned most broadly with outlining and analyzing the political economy of the Persian Gulf states. In particular, the idea and outline of a “new” state capitalism, as the concept applies to the Gulf states, will be explained. Given how commonly rentier state theory is applied to academic assessments of the Persian Gulf political economies, this concept is also explained; it is also inextricably linked to the dynamics of new state capitalism. Beyond this, also important are actors and dynamics such as oil companies, government policies, and business–officials relations. All of these factors, often linked to rentier state theory too, in combination clarify the specificities of the Gulf’s new state capitalism.
