内容提要: The relationship between Japan and Myanmar is often referred to as a “special relationship” or a “historically friendly relationship.” The establishment of bilateral diplomatic relations began in 1954 after signing of Peace Treaty between two countries. Until before 1988, Japan was a major aid contributor to development of Myanmar and warm relations between two countries. Along with the changing domestic political situations in Myanmar in 1988, it can be seen the changes in bilateral ties especially in terms of Japan’s ODA policy towards Myanmar. Again, the changing domestic political situation of Myanmar after 2010 election paved the way for the renewal of bilateral relations between two countries. The fundamental changes came in March 2011 with the inauguration of the new democratic government led by President U Thein Sein and a series of reforms measure. It led to improve relations with Western democratic nations and also Japan. Under these circumstances, Japanese motivation for assistance was also greater than before by new rationales. Based on this background, this presentation will examine the changing nature of Japanese aid policy towards Myanmar since 1988 by diving two periods (1988-2010) and (2010-present).
